The Annual General Meeting was held and attended by 16 clubs with Midland Junction, Mosman Park, Swanbourne, Teachers Training College, Shenton Park, Bayswater, University and Palmyra not represented.

The Patron, Mr. W.R. Orr, President, Mr. C.J. Veryard, Honorary  Secretary / Treasurer, Mr H.B. Grosvenor, Asst. Hon. Secretary, Mr. R.J. Mc Mahon, were all elected unanimously, as previously, to their positions.

Mr. V.E. Bennett was elected as the Senior Vice President, with the other Vice Presidents elected were Mr. S. Miller, H. Lewis, J. Kenneally, C. Jamieson, E. McKenzie and Sgt. K. Simcock.

The Protests & Disputes Board of Messrs A.A. Moffatt, R.B. Heinkel & J. Dolan were reappointed as was the Umpires Board, made up of Messrs C. J. Veryard, H.B. Grovenor and V.E. Bennett.

The Grounds & Fixtures Committee elected were Messrs A. Moncrieff, H. Lewis & T. Naylor.

The Re-Instatement Committee of Messrs J.J. Lalor, R. Halcombe, K. McMillian & T. Tracey with the President Mr. C.J. Veryard as Chairman was reappointed.

It was decided no variation in the umpires fees (ie) £2 ($4.00) per game for qualifying matches.

Upon presentation of the budget for 1954 it was agreed fees be ‘A’ Division £53 ($106) per club, “B1” Division £47 ($94) per club and “B2 Division £43 ($86) per club.

Mr. H. Buchanan was re-appointed as the Umpires Coach with the same conditions as in 1953, with a recommendation to the Umpire’s Board to use his services as an umpire as little as possible.

Mr. H. Buchanan, Mr. L. Farrell and Mr. D. Ryan were appointed as the selection committee.

The following members were elected to the Executive Committee in accordance with the constitution ‘A’ Division Mr. Giles, Mr. George, “B2” Division,  Mr. Jamieson, Mr. Dawson.

The Auditor’s Report was presented and an honorarium of £7.7.0 ($14.70) was agreed to be granted to the Hon. Auditor.

It was also agreed to make a donation of £3.30 ($6.60) to Fremantle Division of the St. John Ambulance Brigade.

In preparation of the visit of the South Australian State Amateur Team on July 31st, Mr R. Foster, the West Perth Coach was appointed as State Coach and Mr. J. Kenneally as the Manager.  A team photograph to each member was presented. It was resolved an invitation be extended to the Victorian Amateur Football Association to send a team next year.

The question was raised of the standing of players disqualified by another football association. A gentlemen’s agreement existed between associations not affiliated with the National League to recognise such disqualifications, while they were automatically recognised by the League and Associations which or members of the Australian National Council.

Much discussion took place regarding players of this association who also took part in matches conducted by the Sunday League and as a result it was resolved that the  sub-committee appointed to redraft the rules, be asked to include a rule whereby a player would be able to play for only one association in the same season.

The Palmyra Club was fined £25 for not seeking permission from the association for forfeiting their game and because further ignoring mail sent, in accordance with Rule 52, the club was expelled, which caused the re-drawing of fixtures in the “B1” Division.

It was agreed on the recommendation of the Umpire’s Coach, that the umpires fees for the second round be increased and be £3.3.0 for Central, 30/- for Boundary and £1 for Goal.

The Annual Ball was held in the R.A.E. Hall, Karrakatta. The results of the Fairest & Best Players were ‘A’ Division, G. Hilton, “B1” Division, R. O’Kely, “B2” Division, K. Armstrong & E. Chester, South Fremantle won the “B2” Division.

Honorariums were granted of £70 to the Hon. Secretary / Treasurer ( H.B. Grosvenor) £15 to the Assistant Treasurer (Mrs. B. Grosvenor) an £10 to the State Coach ( Mr. R. Foster).

A donation to the St. John Ambulance Fremantle Division of £5.5.0 was paid.

Permission, during or after the season were passed, to Teacher’s Training College to Adelaide Carnival, University to Toodyay, Bayswater to Bunbury, East Perth to Nyabing, Maylands to Corrigin.
