The Annual General meeting was held and attended by 19 clubs with apologies from Inglewood – Mt Lawley and Mosman Park. University and Swanbourne – Cottesloe were not represented.

The following were elected unopposed Mr. W.R. Orr as Patron, Mr C. J. Veryard as President, Mr H. B. Grosvenor as Secretary/Treasurer, Mr. R.J. McMahon as Asst. Secretary and Mr. H.G. Lippiat as Hon. Auditor.

Mr. V.E. Bennett was elected again as Senior Vice President with the other Vice-Presidents Messrs S. Miller, J. Kenneally, A. Lewis, K. Essex E.R. McKenzie, K. Simcock, the Protests & Disputes Board remained with  Messrs A.A. Moffatt, R.B. Heinkel and J. Dolan.  The Grounds & Fixtures Committee appointed Messrs H. Lewis, W.O’Grady, and C. Jamieson while the 3rd member of the Umpires Board was Mr V. E. Bennett.

It was resolved that the “A” division should play 18 games in the preliminary rounds & that the “B1” & “B2” divisions should play at least 16 games with the club’ fees be £53 ($106) for the “A” grade & £49 ($98) for the “B” division teams.

The umpire’s fees were to be increased to £2 ($4) per game with the same arrangements as previously regarding boundaries.

The Southern Districts Football Club notified of its intention to withdraw from the association, while an application by R.A.E. Football Club was approved.

The following members were elected to form the Executive Committee, Messrs H. Moncrieff & B. Giles from the “A” Division, Messrs  J. Keneally and J. Carey from the “B1” and Messrs C. Jamieson and T. Naylor from the “B2”.

The following members were elected to a Re-Instatement Committee, Messrs J. Lalor, T. Tracey, R.McMillan and R. Halcombe with the chairman of the association to be is chairman.

Rules were changed that permits shall be considered by the Permit Committee comprising one delegate from each club.  A Quorum for the meeting shall be 60% of the Delegates and affine of 5/- (50c) be incurred by any club not represented at a meeting.  The Permit Committee may request the General Committee at any time to delegate power to the executive to deal with permits.

Application from Teachers College to visit Adelaide to compete in their Teachers Carnival was approved, which involved the forfeiting of some matches.  Fifteen clubs signified their willingness to send notes to the “Sporting Weekly” & purchase copies of the paper each week and were asked to advise the editor immediately of their requirements & where they desired the paper to be delivered.

The Association Ball was to be held at the Pagoda on 13th October and an official function to be held on 21st November to present the association trophies at Subiaco.

The Umpires Fairest & Best winners were L. Beard, Mosman Park “A” Division and E. Bowyer, Swanbourne – Cottesloe, “B2” Division, South Perth were the “A” Division Premiers, Inglewood – Mt Lawley the “B1” Division Premiers and South Fremantle the “B2” Division Premiers, with South Fremantle advising that they did not wish to challenge the runner-up of the “B1” division.
Donations to St. Johns Ambulance Brigades were made of £3.30 ($6.60) to each of the Perth and Fremantle and £2.20 ($4.40) each to the Maylands & Midland Junction Brigades.

Honorariums of £70 ($140) were granted to the Hon. Secretary / Treasurer, £15 ($30) to the Assistant Secretary and £15 ($30) to the Assistant Secretary and £15 to Miss Grosvenor.

Several Clubs were given permission to travel to country clubs to play matches at the end of the season.
