The Annual General Meeting was held and attended by delegates from all affiliated clubs. Two new clubs, Shenton Park & South Fremantle were admitted to membership.

Notice was given of the change of name of two clubs – Interbanks to Banks & Mt Lawley to Inglewood-Mt Lawley.

Mr C.J.B Veryard was re-elected President, Mr H.B Grosvenor Secretary/Treasurer, while Mr T.L Hunt was elected as Assistant Secretary.

Mr J.L Robson was elected as Senior Vice-President & Messrs V. Bennett, S. Miller, K. Essex as Vice-Presidents.

The Protest & Disputes Board of Messrs H. Moffatt, R.B Henkel & J. Dolan were re-elected as was Mr J.L Robson as the third member of the Umpires Board.

The Grounds & Fixtures Committee of Messrs W. O’Grady, J. Jamieson & N.S Reynolds were elected. Mr H.G Lippiatt was re-appointed as Honorary Auditor.

Affiliation fees for each club for each match be increased to £1.6.0 ($2.60) the arrangement with J.L Burley to supply “Burley” footballs for all matches throughout the season & would be available for collection through “Bradfords” of Plaza Arcade in Perth.

The adoption of the changes to the constitution of team positions passed last year to be incorporated this year would take place whereby all teams were placed into divisions. Relegation and promotion was introduced.

An offer by the WA Trotting Association to provide Trophies was accepted, one of which would be presented to each of the three premiers of their respective sections. The Richardson Cup in future to be presented to the runners-up in the ‘A’ grade.

Six delegates were nominated & approved to the Executive Committee, Messrs W. Robinson & H. Moncrieff covering the ‘A’ division, Messrs H. Lewis & J. Barey the ‘B’ Western section & Messrs J. Kenneally & C. Jamieson the Eastern section.

Legal opinion was obtained on the amateur status of players participating in the WANFL & the ruling was that until a player actually receives money for playing, he must be considered an amateur and therefore eligible to play in our games, a further ruling was sought from the Australian Amateur Football Council.

The Executive Committee was to draft a rule permitting the interchange of players between two teams nominated by one club. The University club was therefore now allowed to transfer players between their ‘A’ & ‘B’ teams whenever required.

The Permit Committee operated to approve and disapprove of clearances and reinstatements and their recommendations were approved or otherwise by the general delegates meetings.

The club’s boundary umpires were to be dressed in white shorts & white shirts and be provided with either a whistle or handkerchief for signalling to the central umpire.

A Selection Committee was formed for the forthcoming Carnival comprising Messrs J.C Robson as Chairman, S. Miller and K.A Spencer. Mr J. Robson was appointed as the manager of the WA side and Mr S. Miller as coach.

Arrangements reported so far in connection with the carnival have the three states South Australia, Victoria & Tasmania definitely being represented. The Carnival to start on Saturday 7th August and be opened by the Lieut. Governor Sir James Mitchell at approx. 2.40pm.

The social arrangements submitted by WA, had been approved by them, so that a Sub-Committee could proceed to organise that a ‘A’ team division clubs look after Victoria, the ‘B’ division Eastern section, South Australia and the ‘B’ division clubs, Tasmania.

A WA Trotting Association Shield had been accepted by the Australian Amateur Football Association for competition at Amateur Football Carnivals, a replica being made for the retention of the winning team and was presented at the conclusion of the Carnival.

The W.R Orr Trophy offered for the Best & Fairest player in the WA side of the Carnival was presented.

At an Australian Amateur Football Council meeting held in Perth during the Carnival and attended by our delegates, Mr J.S McCann it was learnt that it was now represented as a full member of the National Football Council and its constitution & rules had been amended to conform with the rules of the game in accordance with the Nation Football Rules. The Amateur Council still remaining the “ordering off” rule.

The next Australian Amateur Carnival would be held in Victoria in 1951.

A donation of £3.3.0 ($6.60) was made to Mr A.W Kidner who officiated as a trainer to the state team and an account for payment of £32.17.7 ($64.35) was passed for Mr H. MacPherson for loss of time while acting as a trainer during the Carnival.

A donation of £10.10.0 ($20.20) was made to the Lord Mayors Olympic Fund Appeal. A letter of thanks was written to the WANFL for its cheque for £50 ($100).

A Presentation Ball was held at the end of the year and because there was a loss of £3.5.0 ($6.50) on that held last year, the clubs that didn’t sell tickets were debited this amount in equal proportion.

A donation of £10.10.0 ($20.10) was given to the St Johns Ambulance Brigade for their continued services made up of £3.3.0 ($6.30 each to the Perth & Fremantle divisions and £2.2.0 ($4.20) each for Maylands & Midland Junction divisions). A trophy valued at £5.5.0 ($10.50) was presented to Mr S. Miller, the state coach.

Honorariums were granted to the Hon. Secretary/Treasurer Mr H.B Grosvenor, and Assistant Secretary of £15.0.0 ($30), £10.0.0 ($20) and £5.0.0 ($10) respectively. £5.5.0 ($10.50) was presented to the Hon. Auditor.

In accordance with the rules, South Perth & Palmyra graduated to the ‘A’ division, replacing Claremont-Nedlands & Midland Junction who participated in the Western & Eastern zones respectively of the ‘B’ division. The zoning of clubs in the ‘B’ division, instead of having a ‘C’ division was definitely successful & eliminated considerable training.

University were Premiers in the ‘A’ division defeated South Perth, the club which had been elevated only this year. The Premiers in the Eastern zone of the ‘B’ division were Victoria Park, while Swanbourne was successful in the Western Zone.
