As had been previously organised late 1945, the February meeting was held and discussion regarding affiliations of clubs, availability of grounds was paramount. It was agreed that in view of the abnormal times all debts owing by clubs to the association be abolished.
The Secretary was requested to apply for affiliation with the Australian Amateur Football Association & enquire as to any information in connection with the next Interstate Amateur Carnival.
A permit Committee of Messrs W. Robinson, W. O’Graely, A, Moncrieff, E. McKenzie, W. Kranth, A. Adams and B. Hansen was invited.
The Fixtures Committee was to draw up fixtures as soon as was able.
At the Annual General Meeting, Mr C.J Veryard was elected as President, Messrs A Sandover, R.B Henkel, A. Breckler, F.E Gibson, J. Heagney, J. Lutham and Jotterdell were elected as Vice-Presidents. Mr H.B Grosvenor was elected as Secretary/Treasurer, Mr J.J Kenneally as Assistant Secretary, Mr H.G Lippiatt was appointed the Hon. Auditor.
A Protests & Disputes Board of Messrs A.A Moffatt, R.D Henkel and J. Dolan was elected. A Grounds & Fixtures Committee was appointed as being the President, Secretary and members W. Robinson & V.E Bennett. Mr S.J Miller was to be a member with the President & Secretary of an Umpires Board.
New clubs accepted to the association comprised Bayswater, Y.C.W, Belmont and Midland Junction, making 16 clubs to compete & so two divisions of 8 were to be established, made up of ‘A’ division – North Fremantle, Wembley, Claremont, Maylands, Fremantle CBC, East Fremantle, University, Mt Hawthorn & ‘B’ division of Palmyra, South Perth, Mosman Park, Bayswater, Y.C.W, Postal Institute, Belmont, Midland Junction.
Later, Postal Institute withdrew & University provided a second team, so that no byes would be necessary.
Match fees payable by each club was set at 17/6 ($1.75) per match. Umpires payments were set at $1.1.0 ($2.10)
It was agreed that aluminium stop (studs) were permissible to be used on playing boots.
The counting of the Fairest & Best votes were still to be counted by a special sub-committee & announced at a delegates meeting.
A Mr. Essen, a member of the Mt Hawthorn Club, offered to present the F&B player in the division, other than that in which the Henkel Trophy was presented & would continue to be available in future years.
All clubs, either playing against visiting teams or against team outside the Metropolitan area had to be granted permission by the delegate meeting as previously.
Application was to be made for redemption of the $50 ($100) free of interest loan to the Australian government.
The St Johns Ambulance Brigade was provided donations of $5.5.0 ($10.50) for the Perth Brigade, $3.30 ($6.30) for Fremantle Brigade & $1.1.0 ($2.10) for the Midland Junction & Maylands Brigades.
An honorarium of $10.10 ($21) was granted to the secretary Mr H.B Grosvenor for consideration of his services during the 1941 season & conducting the affairs of the association since that date.
A social was held, limited to 100 people was held, with a cost of 2/6 per head, apart from invited guests comprising the Protest & Disputes Boards, Life Members and League representatives.
The presentation of the Henkel Trophy to the Fairest & Best winner, Mr H. O’Rielly of Mosman Park first place, Mr S. Reeves of South Perth was second with Mr R. Burns of Mosman Park, third.
