Mr C.J Veryard was elected as President, Mr H.B Grosvenor re-appointed as Secretary/Treasurer and Mr W.R Orr re-appointed as Patron.

As Mr J.L Robson was being transferred from the state he was presented with a life membership to the WAAFA, in appreciation of his many years worth on behalf of the association, becoming the first life member appointed.

The WANFL assisted with the proposed merger of the Perth Suburban Association with the WAAFA when nine teams were approved to join, being Wembley, Inglewood, Mt. Hawthorn, Young Labour League, Bassendean, Achilles, Insurance Institute & Railways. Bassendean, Insurance Institute and Railways did not compete in 1938.

First Discussions were held of possibly of dividing the association into divisions.

In connection with the personnel of the Selection Committee, the three nominees of messers W.A. Evans, C. Mattiske & H.B Grosvenor accepted their nomination.

They were to select the team, the captain & V/captain and accompanying team manager.

Mr H.B Grosvenor, the only nominee, was selected as the team manager.

A sweep (approved by the lotteries commission) was run to raise funds to help cover the expenses of the team.

Delegates appointed to represent WA at the council meeting, messers Grosvenor & Miller, press for the holding of the AAFC Carnival to be held in Perth in 1940, with the guarantee of up to $200 ($400) towards the expenses of the visiting teams.

Fines imposed were for clubs not attending monthly delegates meetings 2/6 (25c) no scores phoned through 2/6 (25c) no time bell 2/6 (25c) late starting 2/6 (25c) no boundary flags 2/6 (25c) while not providing a new ball $1.00 ($2)

The finals were held at Richardson Park, WACA, Bassendean Oval and the Grand Final at the WACA.

Each finals team was required to supply one gatekeeper, goal and boundary umpire and a timekeeper. Expenses of the match to be taken out of the gate money and any balance divided between the two competing clubs and the association.

A social was held in the League rooms at a cost of 2/- per head & restricted to delegates, secretaries & captains of each club, members of the 1938 carnival team, 1938 Premiership winners & officials of other football bodies.

The Wembley Football Club were successful in winning the premiership and had also won the Richardson Cup, given for the team at the top of the list at the conclusion of the first round.

The Fairest & Best trophy donated by Mr Henkel for the Fairest & Best player was won by Mr J. Bowe, the captain/coach of the successful Wembley side with 33 points with Mr A. Howe of Sandovers runner-up with 24 points. It was of interest to record that out of the 440 registered players, 139 secured at least one umpire’s vote.

The second Australian Amateur Football Carnival had been held in Launceston from August 15th - 20th with teams for all states excluding Queensland, but including the Federal Territory competing. Victoria was successful with a win, WA with a better percentage than South Australia were second. Mr H.B Grosvenor has been appointed as manager of the carnival team.
