Subject to alteration and amendments to suit the W.A.A.F.A., the Constitution of the South Australian Amateur Football Association was adopted.
Because of the difficulty of securing adequate numbers, it was resolved mercantile teams now be permitted to include five “outside” players in each team, provided that no player to have played with any A or B grade WANFL team.
Teams were to supply at each match a minimum of six boundary and two goal flags, a bell suitable for hearing on the playing area and ensuring all players wore their registered uniform with numbers on their backs of their guernseys.
Teams were instructed that a new league standard football was to be used in each match and be supplied alternatively by teams, as per the list drawn up by the Secretary.
Each club was required to pay the Secretary £1 ($2) the day before each match as the teams shared match fees. The Secretary to pay all umpires and ground fees.
The Association had to purchase four behind posts for use at the Beatty Park ground and it was the responsibility of the club to ensure their team executed their erection and return under the threat of a 5/- (50c) penalty. University and Postal Institute were fined in September 1929 for loss of the behind posts.
It was advised that the WANFL rooms, located in Forrest Place, were opened from 6pm to 7pm Saturday to receive results by winning teams. A penalty of 2/- (20c) for failure to do so.
Player permit forms were accepted and were printed.
A cheque account with the Commonwealth Bank was opened with a Finance Committee established comprising the President, Secretary and one additional delegate for which Mr Hanson was elected to handle the signing of cheques.
It was noted throughout the season that due to the scarcity and condition of grounds, the Association suffered and the WANFL was requested to take the necessary steps to have the Royal Show Grounds playing areas kept in good order.
At the completion of the two rounds, and after Teachers College withdrawal, the remaining six teams fought out the finals fixtures with University defeating Harris Scarfe & Sandovers in the Grand Final and winning the Sandover Shield.
