1928

Mr E.D Pym continued as President and due to the resignation of Mr. R Selden, Mr R.E Fennell was elected Secretary/Treasurer, Mr W.R (Billy) Orr continued as Auditor.

An application of a university club to join the Association was accepted joining Teachers College, Commonwealth Bank, Sandovers, Modern School Old Boys, General Motors and Postal Institute.

The University club (Emerald green, blue and gold) players were to be limited to be members of the Guild of Undergraduates in attendance at lectures at the University of WA.

It was resolved that Postal Institute players be limited to institute officers in metropolitan suburban Post Offices.

Nine applicants for umpires were received by the Secretary. The club delegates appointed three with four given a trial before acceptance.

All clearance requests were ratified by the delegates at their meetings.

It was decided teams must adopt the practice of providing a list of players signed by the respective secretary or captain, and score cards signed by the goal umpire, both to be attached to the central umpires report and be received at the Association by Monday following the match.

Following a notice of motion the following was adopted - β€œin the event of a club forfeiting a match, the Secretary of the Association be given (5) five days notice of such forfeiture, failing such notice, the forfeiting team must pay the umpires and ground fees.  The Secretary shall give three days notice to the umpire.”

The Secretary of the WANFL raised that its lease of the Showgrounds would appear that a full third round of fixtures may not be able to be held and suggested the adoption of a South Australian method of dividing the teams into two sections.

Teachers College offer to withdraw from the Association was accepted and a third round of only three matches per team be drawn up.

Sandovers by defeating the Commonwealth Bank were premiers and were awarded the Sandover Shield.
