At the Annual General Meeting, Mr A.J Mettam was initially elected President and Mr H.R Honner elected Secretary. Two delegates each from Teachers College, Commonwealth Bank, Harris Scarfe & Sandovers were present.

At a subsequent meeting, Mr H James, Mr F Bradshaw, Mr A Malloch and Mr A Sandover were elected as Vice-Presidents.

The Secretary was instructed to write to the following clubs, Charles Moores, Dalgety’s, Boans, Railways and Water Supply inviting them to join the Association.

An amendment to Rule 1 of the Constitution was made. The amendment permitted each team to play three players for one season only who are not bona fide employees of the respective team’s business house, subject to the following restrictions:-

(a)  that such players may not be ex-players of the WANFL “A” or “B” grade league football sides.

(b)  that  such players must be registered with the Association before 20th June. 

The fixtures, grounds, umpire appointments and clearances were dealt by the delegates.

After the resignation of Mr A.J Mettam, Mr E.D. Pym was elected President. He was also appointed as Honorary Auditor of the Association.

It was decided that umpires for the Semi-Finals and Finals be paid 30/-.

Grounds used during the season were Beatty Park, Subiaco Oval and the Showgrounds.  Clubs were reminded to secure permits for the grounds before any match is played.

Teachers College by defeating Harris Scarfe & Sandovers were again Premiers and won the Sandover Shield.
